Finding a property that takes vouchers is the hard part of a Section 8 search, and that's the part we help with most. Houston Apartment Locators is a free apartment locator for Houston and Harris County, licensed under Spirit Real Estate Group, LLC (TREC #562021). If you've heard “we don't take vouchers” before, you know the problem. We track voucher acceptance next to each community's screening criteria and send you a free custom list, usually in a day or two. We can't promise availability or approval.

How the Housing Choice Voucher Program works

The Section 8 Housing Choice Voucher Program is funded by HUD and run by local housing authorities. In Houston, that usually means the Houston Housing Authority or the Harris County Housing Authority. Which one depends on where you live and which one issued your voucher.

Eligibility is set by income limits tied to Area Median Income (AMI). Federal rules cap most new voucher households at 50% of AMI, and your housing authority applies the exact limit for your household size.

The basic setup:

  • The tenant usually pays about 30% of adjusted income toward rent.
  • The voucher pays the rest, up to the housing authority’s payment standard.
  • The unit has to pass a housing inspection.
  • The housing authority has to approve the lease.

Your housing authority sets the exact numbers for your household. Ask them for your payment standard and your share before you tour, so you know which rents are in reach. Payment standards change, and they differ by authority. Rent varies a lot by area, so compare your payment standard against real numbers. On September 30, 2026, RentCafe put Houston overall at $1,345 and Downtown at $2,289. Its neighborhood averages ran from under $900 to over $3,000.

The voucher is one of several housing programs in Houston. Public housing is owned and run by the housing authority. Project-based Section 8 keeps the subsidy with a specific unit instead of with you. HUD-VASH pairs vouchers with VA support for eligible veterans. Income-restricted tax credit (LIHTC) communities cap rent by unit size and are often where income-based housing and voucher acceptance overlap. Our low income apartments page covers those rent-capped communities in detail.

Do Houston apartments have to accept Section 8?

No. In Texas, a property can choose not to accept vouchers. Cities and counties can't require it (Texas Local Government Code 250.007, state law since 2015). Plainly put, many Houston communities don't take them, and nothing makes them. One exception is worth knowing. Federal tax credit (LIHTC) rules bar those communities from turning you down just for holding a voucher. They still screen you and still apply their income limits.

So ask first, every time. Before a tour, before an application fee, before you fall for a floor plan, ask whether the property accepts vouchers right now. A yes last year is not a yes today. This is the single biggest reason a voucher search eats time. We talk with communities every day, from older garden style properties to mixed-income apartments, and track which ones take vouchers. Our list starts there, and you still ask each one before you pay a fee.

From voucher to move-in, step by step

The path from a voucher in your hand to a lease in your name has more steps than a standard apartment search. Here is the usual order.

  1. Voucher issued, search clock starts. Your voucher comes with a search deadline. Read the date on it. Know it.
  2. Find a property that accepts it. This is where our list helps.
  3. Apply. The property still screens you, the same as any other applicant, including income verification and a background check. A voucher does not skip the application.
  4. Request for Tenancy Approval. Once a property accepts you, you and the owner turn in this form to your housing authority.
  5. Inspection. The housing authority inspects the unit against its housing quality standards.
  6. Rent reasonableness review. The housing authority checks that the rent is reasonable for the area and the unit.
  7. Lease and HAP contract signed. You sign a lease with the owner, and the owner signs a Housing Assistance Payments (HAP) contract with the housing authority.
  8. Move-in.

Inspections and approvals add days, sometimes more than a renter expects. If your search deadline is close, ask your housing authority about extensions early. Extensions are the housing authority’s call, so we make no promises there.

Questions to ask before you pay an application fee

Application fees are usually charged per adult and usually do not come back. Spend one only after you have these answers.

  • Do you accept vouchers right now?
  • What is the minimum income for my share of the rent?
  • Is the rent for this unit within my voucher limit?
  • What are the application fee, administrative fee and deposit?
  • Which utilities are mine? Electricity in Houston is deregulated on the CenterPoint Energy grid, so ask whether you pick the provider on Power to Choose. Your utility allowance counts toward your voucher limit.
  • How soon can the unit be ready for an inspection?

Get the screening criteria in writing when you can. Here is how to get screening criteria in writing. Many properties ask for income of about three times the rent. With a voucher, ask the property how its income rule applies to your share. Our income qualifier and our guide on the 3x rent rule explain the basics.

Paperwork to bring for a voucher application

Gather these before you tour. Having them ready lets you apply the same day if you find a fit.

  • Government photo ID for every adult in the household
  • Your voucher and any paperwork from your housing authority
  • Proof of income, such as recent pay stubs
  • Benefit award letters, if you receive benefits
  • Landlord references from prior rentals

A missing document is one of the most common reasons an application stalls. If you are missing one, tell us. We can often point you to the right place to request a replacement.

Using your voucher outside Houston

Portability means using a voucher in the area of a different housing authority than the one that issued it. It is sometimes possible. Whether it works for you depends on your housing authority, the receiving authority and your voucher’s terms.

If you are thinking about Katy, Sugar Land, Pearland or another city outside your home area, call your housing authority before you start touring. Ask what the process is, how long it takes and whether anything on your voucher limits the move. Once you know which areas are open to you, send them to us and we will build the list around them. We search every ring, from Inside the Loop out past Beltway 8 and SH-99.

If credit or rental history is a worry

A voucher helps pay the rent. It does not replace screening. A property can still decline an application over credit, a prior eviction or a past balance. Some communities screen in house and can make exceptions. Many use third-party screeners that can't. We track which is which.

If this applies to you, start with our 2nd chance leasing page. You can read about renting after an eviction filing in Houston too. Is income a bigger worry than the voucher? Our low income apartments page covers income-restricted housing and the paperwork that goes with it.

Section 8 Apartments questions

Do all apartments take Section 8?

No. A property can choose not to accept vouchers, and Texas cities and counties can't require it (Texas Local Government Code 250.007). That is why the first question to any community is whether it accepts vouchers right now. Our list is built around properties that do, and each one still sets its own screening criteria.

How long is the Section 8 waitlist in Houston?

Waitlist status changes, and each housing authority controls its own. Check the website of the Houston Housing Authority or the Harris County Housing Authority for the current status. If you already hold a voucher, you are past the waitlist and into the apartment search.

Can I use my voucher in Katy or Sugar Land?

Sometimes. Moving a voucher outside the area of the housing authority that issued it is called portability, and the rules depend on your housing authority. Ask your caseworker before you start touring outside your home area. Then tell us where you want to search and we will build the list.

Can I be denied for credit or an eviction even with a voucher?

Yes. The voucher helps pay the rent, but the property still screens you and makes its own decision. Some communities screen in house and can make exceptions. Many use third-party screeners that can't. Our 2nd chance leasing page explains the options, and we can't promise approval.

Do Houston apartment locators charge voucher holders?

No. Houston Apartment Locators is free to renters, including voucher holders. The property pays us a small referral fee after you sign a lease. We help with every step, even if you can't get ahold of the community.

What does my share of the rent look like?

In most cases, the tenant pays about 30% of adjusted income and the voucher pays the rest, up to your housing authority's payment standard. Your housing authority sets the exact numbers for your household, so ask them for your payment standard and your share before you tour.

Does public housing still exist in Houston?

Yes. The Houston Housing Authority still owns and runs public housing communities. Public housing is a separate program from the Housing Choice Voucher, with its own application and waitlist, so apply with the housing authority directly. We help with privately owned apartments that accept vouchers.

Can I buy a house with Section 8?

Sometimes. HUD allows housing authorities to run a Housing Choice Voucher homeownership option that puts the voucher toward a mortgage payment. Not every authority offers it, and the eligibility rules are strict. Ask your caseworker whether yours does. We help with apartment rentals only.

Still have a question? Ask us and we'll answer it straight.
